1-the first thing i would do is a good performance tune up.8mm wires,cap,rotor and coil.
2-the next thing to do is remove the MAF meter screens and take out the induction canister and put some 3" tubing in its place with a K&N filter.
3-now is a good time to port the upper plenum to get some air all you need is a dremmel and you port the 2 walls in the front of the plenum.
4-if you have a 350 at this point you should be running mid to low 14s.lets get into the 13s now.
5-now you need to spend a little money after all speed cost money.at this point i would bye a Adjustable fuel presure regulator i would set it at 48-50psi with the vacum line dissconnected.
6-i would now start on the exhaust atleast a good after market cat back and headers if you can afford it.
7-now you should change the base intake for a after market piece and go with long tube runners to match the upper plenum can remain stock.you should now be in the 13s mid to high depending on your engine after all they are not all the same.
this is as far as i will go if you want to go well into the 13s maybe 12s you will need a good cam and aluminum head combo.
